CHARLESTON ÃÛÁÄÖ±²¥” A Kanawha County man has been arrested and charged with sex trafficking ÃÛÁÄÖ±²¥” of three adults and a child ÃÛÁÄÖ±²¥” and other crimes, U.S. Attorney Will Thompson announced Tuesday.
Tiwan Robert ÃÛÁÄÖ±²¥œQuickÃÛÁÄÖ±²¥ Bailey, 48, of Rand, was arrested Friday in Lexington, Kentucky, and charged with three federal felony counts of sex trafficking by force, fraud coercion or sex trafficking of children.
A six-count indictment from October unsealed last week alleges Bailey and codefendant Carrie Roy ÃÛÁÄÖ±²¥” also known as ÃÛÁÄÖ±²¥œCarrie Ash,ÃÛÁÄÖ±²¥ 51, of Charleston ÃÛÁÄÖ±²¥” helped each other to recruit an unnamed minor victim to engage in commercial sex in December 2023 in the Charleston and Rand areas. The indictment also alleges that Bailey attempted to engage three adults in prostitution in Charleston and Rand from November 2023 to January 2024.
The indictment alleges Bailey, helped by co-defendant David Lee White, 68, of Charleston, tried to obstruct a sex trafficking probe from mid-May through mid-October in the Rand area.
White is a former lawyer whose law license was annulled in 2018 by the state Supreme Court of Appeals, according to Supreme Court records.
Bailey had been on the run since July 30, according to the news release, when the U.S. Marshals Service and Homeland Security Investigations alerted the public to his ties to Rand and Charleston and that he was considered armed and dangerous.
Bailey faces 15 years to life in prison if convicted.
Thompson commended the work of the U.S. Department of Homeland Security, the U.S. Marshals Service and the Kanawha County SheriffÃÛÁÄÖ±²¥™s Office for their help.
