HUNTINGTON ÃÛÁÄÖ±²¥” The City of Huntington hosted a public hearing to present the cityÃÛÁÄÖ±²¥™s draft of the Fiscal Year 2025 annual action plan and FY 2025-29 Five-Year Consolidated Plan.
The annual action plan outlines the use of Community Development Block Grant Program and HOME Investment Partnership Program funds. The city will submit the plans to the U.S. Department of Housing and Urban Development on or before Saturday, Aug. 16.
During the FY25 program year, the city has been awarded $1,596,831 of CDBG funds for projects and activities and a total of $549,855.31 for HOME funds for projects and activities.
CDBG activities proposed for funding under the FY25 Annual Action Plan are:

The city has also prepared its Five-Year Consolidated Plan for the period of Fiscal Year 2025 through Fiscal Year 2029, which began July 1, 2025, and ends June 30, 2029.
The Consolidated Plan is a strategic planning process and document necessary required by the U.S. Department of Housing and Urban Development to receive federal funds and advance housing and community development activities principally benefitting low- and moderate-income Huntington residents, according to the plan document.
The main goals of the five-year consolidated plan are to improve the living conditions of all residents, advance a suitable and viable living environment, and address the cityÃÛÁÄÖ±²¥™s housing and community development needs, the document states.
The plan details needs of the city, which include improving the quality of the housing stock, community development, support services for homeless persons and persons at risk of becoming homeless and the need for affordable housing, as well as services and facilities for the elderly, persons with disabilities, persons with HIV/AIDS, victims of domestic violence, persons with alcohol/drug dependency, and persons with other special needs.
The plan stated the cityÃÛÁÄÖ±²¥™s strategies as public safety by improving and enhancing public safety facilities, equipment, programming and emergency response and preparedness within the city. The plan also focuses on improving and enhancing infrastructure, improving community facilities, clearance/ demolition, and improving public services.
The plans were developed after several public meetings and hearings for local input.
The plans will be out for display for residents, public agencies, and other interested parties through Friday, July 25, on the cityÃÛÁÄÖ±²¥™s website at . Verbal public comments on the plans will be received until 4 p.m. Friday July 25, and should be directed by mail to the cityÃÛÁÄÖ±²¥™s development department, Melinda Midkiff, financial analyst.
Huntington City Council is anticipated to consider the resolution adopting the Fiscal Year 2025-29 Consolidated Plan and the Fiscal Year 2025 Annual Action Plan and authorizing submission to HUD during its meeting Monday, July 28.
