HUNTINGTON ÃÛÁÄÖ±²¥” Huntington Sanitary Board members heard updates on the utilityÃÛÁÄÖ±²¥™s current and future Capital Projects during its regular meeting Thursday.
The 3rd and 5th Avenue Sanitary/Storm Water Separation Project, which was expected to begin early this month, has been delayed due to consideration between the contractor and its supplier over submittals on the project, said Jeff Brady, engineer with the Huntington Sanitary Board. Work has also been delayed due to the contractorÃÛÁÄÖ±²¥™s search for a lay down yard for its supplies.
Huntington Mayor Patrick Farrell said the issues have been resolved and the contractor will utilize a nearby lot. The project is expected to start next week.
In an update for another project currently in the process, three different crews are working on the W.Va. 10 extension project. One crew is continuing work in the James Kilowatt Road area. The second crew is finishing work in the Grapevine Branch area adjacent to W.Va. 10. Lastly, crew three is working to the south of Hite-Saunders Elementary School.
The utility is now trying to accurately identify and ensure crews can safely work around gas lines in the area. The utility will have to change the design of the project slightly, which will cost extra.
The W.Va. 10 extension project lifts station should start in late June or early July as contractor CJ Hughes Construction Inc. will start mobilizing. Electrical supplies should be delivered by late June or early July as well.
The Wastewater Treatment Project bids will be open on Thursday, June 12. Brady said the utility anticipates three ÃÛÁÄÖ±²¥œgoodÃÛÁÄÖ±²¥ bidders who have taken great interest in the project, which is the largest wastewater treatment plant in the state.
Several project that have not went out to bid are at a standstill due to funding, such as the 4th Street lift station rehab project, which the utility and the infrastructure council moved funds from to the wastewater treatment plant to get it out for bid, Brady said.
The backflow prevention project is still awaiting review from FEMA and the U.S. Fish and Wildlife Service. Huntington Sanitary Board Executive Director Brian Bracey said the utility has been working on this project for almost two years.
In other business, the board discussed recently approved invoices voted on earlier in the meeting for the W.Va. 10 collection system project of $257,699.23 and the 3rd/5th Avenue Sewer Separation Project of $17,800.00.
Farrell said when he voted on the invoices, he did not realize the contractors of the projects were subcontractors of Energy Services of America Corporation. Farrell serves on Energy ServicesÃÛÁÄÖ±²¥™ board of directors.
Farrell said he did not think it is a conflict of interest, but it could be perceived as a conflict of interest.
The board needs a quorum, or at least two people for the Huntington Sanitary Board, to take action. From now on, the board said it will make sure Farrell can abstain from voting by having the other two board members present if similar invoices need approved. The utility will schedule a special meeting soon to approve the invoices as board member Bob Trocin was absent from ThursdayÃÛÁÄÖ±²¥™s meeting.
